The restless are but one form of the undead, worth special interest because they can (in some cases) coexist with the living. Most restless are human bodies that have risen after death to plague the living. Most bodies just aren't willing or able to rise, and careful funeral rites can keep the others properly subdued. But if graves are disturbed or the dead are offended, the restless may wake. When they first awake, many restless are mindless engines of destruction, and that destruction is usually focused who or what disturbed them. But some overcome this instinct, and instead rise to take care of its own agenda.
It is believed that a living person has two elements, the body and the spirit. When we die, those elements are separated. The spirit possesses your emotions, personality, and who you are, goes to reincarnate in a newly born body. The body is who you were, what you learned, and what your spirit left behind. The body is missing a spirit, and the spirit kept the emotional attachments of the body's previous life. Restless do still hunger for the flesh of the living, and in fact need it to heal, but unlike the monsters they can control the urge to feed. A restless body grows long fingers and sharp talons, and its hair invariably turns white and its skin pales. But restless do not decay or smell of death, and so many use makeup, hair dye, and gloves to disguise their nature.
Most freshly returned bodies are confused and unable to process the memories of their strange previous life. In general people will not try to antagonize restless bodies, but they usually call specialists or heroes to deal with a potential threat. Ghosts and restless are known to have a strange attraction to one another, as each is fundamentally missing either body or spirit, and the other is entirely composed of that missing element. According to legend the immortal actress Jiya was a restless body who fell in love with her own ghost, and when the two were married they became a single individual again.

- Bewildered: You suffer a penalty on knowledge checks and know nothing of your own past. Invoked: When you are knocked out, the invoker dictates a new memory connected to the current situation.
- Supernatural: You suffer a hit each round in direct sunlight. Invoked: When someone prays to a holy symbol, you flee.
- Weird: You are strange and make people uncomfortable. Any 1's rolled on a social interaction cause it to fail.
