Your score is the base target for a check, but modifiers may change that target to account for circumstances. A positive circumstance is called a bonus and adds two (+2) to your target. A negative circumstance is called a penalty and subtracts two (-2) from your target. There is a list of standard modifiers but the referee has final say on which actually apply to a check. A referee may also create a special bonus or penalty for a situation the standard list doesn't cover.
Stacking
Modifiers don't stack, but can cancel one another out. If you have more than one penalty, you are just rolling with a penalty (-2). If you have more than one bonus, you are just rolling with a bonus (+2). If you have a bonus and a penalty the target returns to your base score. If you have multiples of either you'll either have more penalties (-2), more bonuses (+2), or even out completely.
Privilege
Some modifiers are optional penalties that you can claim for special benefits. These are collectively referred to as privileges. You may only claim a privilege if your modified target isn't already penalized. Thus if you had a bonus (+2) you could claim one privilege to roll at your base target, or even a second privilege to roll with a penalty (-2). But if you already had a penalty (-2) that wasn't offset, you couldn't claim any privileges at all.
