Visibility applies to detect and attack checks. Darkness, fog, and other such conditions make targets outside a specified distance are treated as hidden. The smaller the range, the stronger the obscuring effect.

Hidden -2

Illumination eliminates obscured penalties from darkness. Weak illumination lights your own tile. Strong illumination lights your own and all adjacent tiles. Spot illumination is like strong illumination, but you may choose any tile within short range to light. Note that illumination does not affect fog, brush, and other blocking concealments.
