In general the sweet spot is a score between 12 and 14. In that range you will likely succeed, but bonuses or penalties have a big impact on your odds. Most heroes have scores in this range, often with a few scores above and below that range to represent particular strengths and weaknesses. A 15 is notably high, and you will probably generate a reputation around a skill or attribute that high. Above a 15 is rare and awe inspiring. On the low side, anything under an 8 is pretty poor.

When you choose your scores, remember that you'll gain points through advancement that will allow to improve them.  An interesting character will usually be poor in a few areas, above average in others, and excellent in a very few. When you are adept (50 points) a 12 is actually a fairly strong score. Once you are accomplished (75 points) 14 is where you should expect your better scores to be. By the time you are impressive (100 points) you should probably have at least one 15. Don't reach for a 15 too early, or you risk being utterly ineffectual at everything else along the way.
